Frankly, I don’t see the problem.
Putin should just confidently announce that, regrettable as it was ( a little bit unfortunate, as Jared Kushner would say), the Azov battalion was using the hospital to hide weapons. And there were tunnels underneath. In fact, it wasn’t a hospital at all!
After all, it works for the israel occupation forces. And the warmongering, bloodthirsty neocons can’t get enough of it.
